早在去年10月7日，华盛顿著名的智库――彼德森国际经济研究所（Peterson Institute for International Economics原名叫国际经济研究所，是华盛顿的主要智库之一。创始人弗雷德·伯格斯坦是卡特政府负责国际事物的财政部副部长）--的资深研究员Arvind Subramanian，就在英国《金融时报》发表文章，公开指责中国应该为全球金融危机负责，要求中国政府向美国政府借款5000亿美元，以帮助美国政府挽救金融危机。
彼得森研究所的矛头也是直指人民币汇率政策。
原文如此写到：“First, China would be riding to the rescue of a situation partly created by its own policies of undervalued exchange rates, which led to lax global liquidity conditions”（首先，中国有责任参与挽救金融危机，因为这场危机至少部分是中国自己的政策所造成的，中国低估的人民币汇率，导致了全球流动性泛滥）。
